Lake Baikal – Deepest Lake

  • Located in Siberia, Russia.
  • The deepest lake in the world[1,637 metres deep]
  • It is the world’s largest lake by volume.
  • It is the second longest.

Lake Tanganyika – Longest Lake

  • The longest lake in the world. [660 kilometers long]
  • It is also the second largest by volume.
  • It is the second deepest lake in the world, after Lake Baikal.

World’s Highest and Lowest Lakes

  • The world’s highest lake, if size is not a criterion, may be the crater lake of Ojos del Salado, at 6,390 metres. It is in Andes.
  • The highest large lake in the world is the Pumoyong Tso (Pumoyong Tso), in the Tibet Autonomous Region of China. [5,018 metres above sea level]
  • The world’s highest commercially navigable lakeis Lake Titicaca in Peru and Bolivia border at 3,812 m. It is also the largest lake in South America.
  • The world’s lowest lake is the Dead Sea, bordering Israel and Jordan at 418 metres below sea level. It is also one of the lakes with highest salt concentration.

  • Asia – Lake Baikal(if the Caspian Sea is considered a lake, it is the largest in Eurasia, but is divided between the two geographic continents)
  • Europe – Lake Ladoga, followed by Lake Onega, both located in northwestern Russia.

South America – Lake Titicaca, which is also the highest navigable body of water on Earth at 3,812 metres above sea level. The much larger Lake Maracaibo is a contiguous body of water with the sea, so it is ignored.

Rivers & Drainage System of India

The flow of water through channels is called drainage. The network of such channels is known as drainage system. On the basis of origin, Indian drainage system is divided into – Himalayan rivers and peninsular rivers.

  1. Himalayan Rivers

  • The major Himalayan rivers are the Ganga, the Indus and the Brahmaputra.
  • These rivers are very long compared to the rivers of South India.
  • They are called perennial rivers as they are fed by both rainfall and the melting of snow.
  1. Indus River System

  • It is also known as Sindhu River.
  • Total length is 2880 km.
  • Source – Kailash Range, Tibet near Mansarovar Lake.
  • Destination – Arabian Sea.
  • Panchnad – Jhelum (Vitasta), Chenab (Chandrabhaga), Ravi (Iravati), Beas (Bipasha) and Sutlej (Satadru).

  1. Ganga River System

  • Source – Gangotri glacier near Gomukh, Uttrakhand in the Kumaon Himalaya.
  • It is named as Bhagirathi here. At Devprayag, Alakananda joins Bhagirathi and becomes Ganga.
  • In Allahabad it is joined by the Yamuna, the largest tributary of Ganga, rising from Yamunotri glacier.
  • Left bank tributaries – Ramganga, Gandak, Kosi, Gharghara, Gomati.
  • Right bank tributaries – Son.
  • Kosi, a tributary, is flood prone. So it is known as “Sorrow of Bihar”.
  • Ganga flows through Uttrakhand, UP, MP, Chattisgarh, Bihar, Jharkhand  and WB.

Inter-State River Disputes – Rivers & Drainage System of India

Cauvery Water Dispute

  • Cauvery is an interstate river that originates in Karnataka and flows through Tamil Nadu and Puducherry before flowing into the Bay of Bengal.
  • In 1892, the Cauvery agreement was made between Mysore state and other Princely states
  • In 1924, this was renewed for another 50 years
  • 1970, The Tamil Nadu government asked the Central government to set up a tribunal and in the same year the Tamil Nadu Farmers Association filed a civil suit in the Supreme Court.
  • The Cauvery Water disputes tribunal was set up in the year 1990
  • The Tribunal passed an interim in the year 1991 ordering the state of Karnataka to release 205 thousand million cubic feet of water to Tamil Nadu from it’s reservoirs.
  • Karnataka refused to obey the order and after 16 years of hearing, another judgement was passed allocating 419 thousand million cubic feet of water to Tamil Nadu.
  • Karnataka again refused to obey the order and a case of contempt of court was filed against the state.
  • The matter is still under judicial view.

Satluj Yamuna Link Canal Issue

  • The dispute started when the state of Haryana was seperated from Punjab in the year 1966
  • To enable Haryana to use its share of water from Sutlej and Beas, the construction of a canal was planned in the year 1982.
  • The construction was stopped in 1986 due to protests from Punjab
  • Haryana approached the Supreme Court for completing the construction of the canal in 2002. The court ordered Punjab to finish construction in 12 months.
  • In 2004, Punjab assembly passed a water sharing act which scrapped all its water sharing dues.
  • The Supreme Court declared this act as Unconstitutional 12 years later in 2016
  • The Centre has opted to act as a mediator in this case.

Composite Water Management Index-NITI Aayog

  • Rajasthan Tops in incremental change in index (Base Year-2016)

According to a Composite Water Management Index developed by NITI Aayog, Gujarat topped among states in efficiency of water management in 2016-17, followed by Madhya Pradesh, Andhra Pradesh, Karnataka and Maharashtra.

 While the country is in the throes of the “worst water crisis in its history”, water-scarce states are more efficient than others in managing the resource. According to a Composite Water Management Index developed by NITI Aayog, Gujarat topped among states in efficiency of water management in 2016-17, followed by Madhya Pradesh, Andhra Pradesh, Karnataka and Maharashtra.

However, among the “low performers” are the populous northern states including Uttar Pradesh, Bihar and Rajasthan, which are home to over 600 million people or 50% of the country’s population. “These (low-performer) states also account for 20-30% of India’s agricultural output. Given the combination of rapidly declining groundwater levels and limited policy action, this is also likely to be a significant food security risk for the country going forward,” the think tank said.

  • The water index scores for FY17 vary from 76 (Gujarat) to 26 (Meghalaya), with the median score being about 49 for non-Himalayan states and about 31 for others.
  • Worryingly, 60% of states (14 out of 24) have achieved scores below 50 and have been classified as low performers.

By 2030, the country’s water demand is projected to be twice the current available supply, implying severe water scarcity for hundreds of millions of people and an eventual ~6% loss in the country’s GDP, it said.

Among northeastern and Himalayan states, Tripura has been adjudged No. 1 in effective water management in FY17 followed by Himachal Pradesh, Sikkim and Assam.

In terms of incremental change in index (over the FY16 base), Rajasthan was the top performer among non-Himalayan states and Tripura among the other states.

The index comprises nine broad sectors with 28 different indicators covering various aspects of groundwater, restoration of water bodies, irrigation, farm practices, drinking water, policy and governance. With data collected from multiple national and state stakeholders and a robust third-party data validation process, it has FY16 as the base year. It is reckoned that the index would be useful annual tool to assess and improve the performance in efficient management of water resources.

Saddam Hussein was born on April 28, 1937, in Tikrit, Iraq. His father, who was a shepherd, He never knew his father, Hussein ‘Abd al-Majid, who disappeared six months before Saddam was born.
• Shortly afterward, Saddam’s 13-year-old brother died of cancer. The infant Saddam was sent to the family of his maternal uncle Khairallah Talfah until he was three.
• His mother Subha Tulfah al-Mussallat remarried, and Saddam gained three half-brothers through this marriage. His stepfather, Ibrahim al-Hassan, treated Saddam harshly after his return.
• At about age 10, Saddam fled the family and returned to live in Baghdad with his uncle Kharaillah Talfah.

CHILDHOOD

Under the guidance of his uncle he attended a nationalistic high school in Baghdad. After secondary school Saddam studied at an Iraqi law school for three years, dropping out in 1957 at the age of 20 to join the revolutionary pan-Arab Ba’ath Party, of which his uncle was a supporter.
• The pan-Arab nationalism of Gamal Abdel Nasser in Egypt profoundly influenced young Ba’athists like Saddam. The rise of Nasser foreshadowed a wave of revolutions throughout the Middle East in the 1950s and 1960s, with the collapse of the monarchies of Iraq, Egypt, and Libya.
• In 1958, a year after Saddam had joined the Ba’ath party, army officers led by General Abd al-Karim Qasim overthrew Faisal II of Iraq in the 14 July Revolution.

however, the party turned against Qasim due to his refusal to join Gamal Abdel Nasser’s United Arab Republic. October 7, 1959, Saddam and other members of the Ba-ath Party attempted to assassinate Iraq’s then-president, Abd al-Karim Qasim, whose resistance to joining the nascent United Arab Republic and alliance with Iraq’s communist party had put him at odds with the Ba’athists.
• Qasim’s chauffeur was killed, and Qasim was shot several times, but survived. Saddam was shot in the leg. Several of the would-be assassins were caught, tried and executed, but Saddam and several others managed to escape to Syria, where Saddam stayed briefly before fleeing to Egypt, where he attended law school from 1960-1963.

RISE TO POWER

In 1963, when Qasim’s government was overthrown in the so-called Ramadan Revolution and Abdul Salam Arif became president.
• Saddam returned to Iraq, but he was arrested the following year as the result of in-fighting in the Ba’ath Party. While in prison, however, he remained involved in politics, and in 1966 was appointed deputy secretary of the Regional Command. Shortly thereafter he managed to escape prison, and in the years that followed, continued to strengthen his political power.
• In 1968, Saddam participated in a bloodless but successful Ba’athist coup to overthrow ABDUL REHMAN ARIF(PRESIDENT 1966-68) that resulted in Ahmed Hassan al-Bakr becoming Iraq’s president and Saddam his deputy.

RISE TO POWER

During al-Bakr’s presidency, Saddam proved himself to be an effective
and progressive politician, albeit a decidedly ruthless one. He did much to
modernize Iraq’s infrastructure, industry, and health-care system, and
raised social services, education, and farming subsidies to levels
unparalleled in other Arab countries in the region. He also nationalized
Iraq’s oil industry.
• During that same time, however, Saddam helped develop Iraq’s first
chemical weapons program and, to guard against coups, created a
powerful security apparatus, which included both Ba’athist paramilitary
groups and the People’s Army, and which frequently used torture, rape
and assassination to achieve its goals.
• The oil revenue benefited Saddam politically. In 1972, Saddam signed
a 15-year Treaty of Friendship and Cooperation with the Soviet
Union.

LEADERSHIP

In 1976, Saddam rose to the position of general in the Iraqi armed
forces, and rapidly became the strongman of the government In
1979, when al-Bakr attempted to unite Iraq and Syria, in a move that
would have left Saddam effectively powerless, Saddam forced alBakr
to resign, and on July 16, 1979, Saddam Hussein became president of Iraq.
• Less than a week later, he called an assembly of the Ba’ath Party. During
the meeting, a list of 68 names was read out loud, and each person on the
list was promptly arrested and removed from the room. Of those 68, all
were tried and found guilty of treason and 22 were sentenced to death. By
early August 1979, hundreds of Saddam’s political foes had been executed.

YEARS OF CONFLICT(IRAN,KUWAIT,SAUDI ARABIA)

• Following the Iranian Revolution of 1979, Iraq faced the prospect of
régime change from two Shi’ite factions which aspired to model Iraq on its
neighbour Iran as a Shia theocracy.
• Saddam was notable for using terror against his own people. Saddam’s
regime brought about the deaths of at least 250,000 Iraqis and
committed war crimes in Iran, Kuwait, and Saudi Arabia. Human
Rights Watch and Amnesty International issued regular reports of
widespread imprisonment and torture.
• Relations between Iraq and Egypt violently ruptured in 1977, when the two
nations broke relations with each other following Iraq’s criticism of
Egyptian President Anwar Sadat’s peace initiatives with Israel.

IRAN-IRAQ WAR

In early 1979, Iran’s Shah Mohammad Reza Pahlavi was overthrown by
the Islamic Revolution, thus giving way to an Islamic republic led by the
Ayatollah Ruhollah Khomeini.
• Saddam feared that radical Islamic ideas—hostile to his secular rule—
were rapidly spreading inside his country among the majority Shi’ite
population. During this period, Saddam Hussein publicly maintained that it was in Iraq’s interest not to engage with Iran, and that it was in the
interests of both nations to maintain peaceful relations.
• Iraq invaded Iran, first attacking Mehrabad Airport of Tehran and then
entering the oil-rich Iranian land of Khuzestan,on 22 September 1980 and
declared it a new province of Iraq. With the support of the Arab states,
the United States, and Europe, and heavily financed by the Arab
states of the Persian Gulf, Saddam Hussein had become “the
defender of the Arab world” against a revolutionary Iran.

IRAQ-IRAN WAR

During the conflict, these same fears would cause the international
community to essentially ignore Iraq’s use of chemical weapons, its
genocidal dealing with its Kurdish population and its burgeoning nuclear
program. On August 20, 1988, after years of intense conflict that left
hundreds of thousands dead on both sides, a ceasefire agreement
was finally reached.
• In a US bid to open full diplomatic relations with Iraq, the country was
removed from the US list of State Sponsors of Terrorism. Saddam
borrowed tens of billions of dollars from other Arab states and a few
billions from elsewhere during the 1980s to fight Iran, mainly to prevent the expansion of Shi’a radicalism.
• Iraq successfully gained some military and financial aid, as well as
diplomatic and moral support, from the Soviet Union, China, France, and
the United States, which together feared the prospects of the expansion of
revolutionary Iran’s influence in the region

TENSIONS WITH KUWAIT
Saddam turned his attention toward Iraq’s wealthy neighbor, Kuwait The end of the war with Iran served to deepen latent tensions between Iraq and Kuwait.
• Saddam urged the Kuwaitis to waive the Iraqi debt accumulated in the war, some $30 billion, but they refused Using the justification that it was a
historical part of Iraq, on August 2, 1990, Saddam ordered the invasion of
Kuwait.
• The extent of Kuwaiti oil reserves also intensified tensions in the region on 4 August an Iraqi-backed “Provisional Government of Free Kuwait” was proclaimed, but a total lack of legitimacy and support for it led to an 8 August announcement of a “merger” of the two countries.
• A UN Security Council resolution was promptly passed, imposing economic
sanctions on Iraq and setting a deadline by which Iraqi forces must leave Kuwait. When the January 15, 1991 deadline was ignored, a UN coalition force headed by the United States confronted Iraqi forces, and a mere six weeks later, had driven them from Kuwait. A ceasefire agreement was signed, the terms of which included Iraq dismantling its germ and chemical weapons programs.
POST WAR PERIOD(Economic sanctions)
• On 9 December 1996, Saddam’s government accepted the Oil-for-Food
Programme that the UN had first offered in 1992.Iraq was under very
close surviellance.
• Also during the 1990s, President Bill Clinton maintained sanctions and
ordered air strikes in the “Iraqi no-fly zones” (Operation Desert Fox), in
the hope that Saddam would be overthrown by political enemies inside
Iraq.
• Western charges of Iraqi resistance to UN access to suspected weapons.
In 1998, further violations of the no-fly zones and Iraq’s alleged
continuation of its weapons programs led to further missile strikes on Iraq, which would occur intermittently until February 2001.

INVASION IN IRAQ
• Iraq was suspected to have weapons of mass destruction. UN
inspections of suspected weapons sites in Iraq began, but little or no
evidence that such programs existed was ultimately found.
• Despite this, on March 20, 2003, under the pretense that Iraq did in fact have a covert weapons program and that it was planning attacks, a U.S.-led coalition invaded Iraq. Within weeks, the government and military had been toppled, and on April 9, 2003, Baghdad fell. Saddam, however, managed to elude capture.
• Saddam was placed at the top of the “U.S. list of most-wanted Iraqis”. In
July 2003, his sons Uday and Qusay and 14-year-old grandson
Mustapha were killed in a three-hour gunfight with U.S. forces.

EXECUTION

On 13 December 2003, in Operation Red Dawn, Saddam Hussein was
captured by American forces after being found hiding in a hole in the ground near a farmhouse in ad-Dawr, near Tikrit.
• On 30 June 2004, Saddam Hussein, held in custody by U.S. forces at the
U.S. base “Camp Cropper”, along with 11 other senior Ba’athist leaders, were handed over legally (though not physically) to the interim Iraqi government to stand trial for crimes against humanity and other offences.
• Saddam was hanged on the first day of Eid ul-Adha, 30 December 2006,
despite his wish to be shot (which he felt would be more dignified).The
execution was carried out at Camp Justice, an Iraqi army base in Kadhimiya, a neighborhood of northeast Baghdad.

Drinking Water:

  • 2 major drinking water projects under Regional Water Grid namely Mahi High Level canal to Jaisamand drinking water project and additional water treatment capacity for Bisalpur Jaipur Drinking Water Project Phase 2 with provision of Rs 1,450 Cr.                                                    .
  • Initiation of Parvan-Akavad drinking water project; Dungurpur-Aaspur-Dovra Major Drinking Water Project; Gararda & Jhaliji ka Barana Major Drinking Water Project, Bundi, Kachawan Drinking Water Project in Chabra, Baran for addressing scarcity of drinking water in these areas.

Agriculture, Farmer and Animal Husbandry

  • Onetime Loan waiver upto Rs 50,000 for small and marginal farmers in the overdue and outstanding category of short-term crop loan provided by Co­operative Banks and constitution of Rajasthan State Farmer Debt Relief Commission.
  • Provision of Rs 544 Cr. for providing short term crop loan and interest subvention to the farmers by Co-operative Banks.
  • Providing interest free Loan of Rs 500 Cr. to RAJFED for procurement of mustard and gram under Minimum Support Price Scheme to assist farmers during distress.
  • Creation of additional 5 Lakh MT storage capacity with provision of Rs 350 Cr, by Rajasthan State Ware Housing Corporation.
  • Providing additional 10% top-up subsidy for construction of farm pond and Jal hauz with provision of Rs 20 Cr.

Trader Welfare

Investment Promotion

  • After the implementation of GST from 1st July, 2017, VAT and CST based subsidies would now be based on these subsidies would be directly transferred to bank accounts of the entrepreneurs.
  • Exemption from Entertainment Tax and Luxury Tax was available under RIPS during VAT regime. These sectors would be considered for SGST based subsidies.
  • To promote employment to bonafide resident Rajasthan employment subsidy is enhanced by Rs. 5000 for these persons in each category. Subsidy in most backward area and backward areas would be enhanced from Rs. 40,000 and Rs. 35,000 to Rs. 45,000 and Rs. 40,000 category wise.
  • For establishment of IT, Entertainment and Tourism sector units 50% exemption would be available from Stamp Duty payable on purchase/lease of a floor/space in multi-storeyed commercial buildings.
  • Operative period of RIPS-2010 and RIPS-2014 would be extended to 31.03.2020 and 31.03.2021 respectively.

MSME Sector

  • SGST based investment subsidy under RIPS would be increased from 30% to 40%.
  • Sick units under MSME sectors to get relief in payment of arrears of SGST in 24 installments.
  • Sick units under MSME sector would be allowed 100% exemption from payment of Electricity Duty for one year from the date of rehabilitation package.
  • Reimbursement of guarantee fee upto Rs. 1 Lac under Credit Guarantee Trust for Micro and Small Enterprises (CGTMSE) for the MSME sector.
  • 50% reimbursement of fees, upto Rs. 10 lacs for Technology acquisition from national level accredited institutions.
  • 50% reimbursement upto Rs. 5 lacs on purchase of equipments for obtaining at least Silver Category under Zero Defect and Zero Effect (ZED) scheme of Government of India.
  • 75% reimbursement of expenses incurred for Energy Audit/Water Audit/Safety Audit subject to maximum of Rs. 1 lac for each such audit.
  • 25 % reimbursement upto Rs, 10,000 for credit rating under Performance & Credit Rating Scheme of Ministry ofMSME, Government of India.

Agriculture Sector

  • To promote Agro based industries and services, the maximum limit of interest subsidy in a year is increased from Rs. 5 lacs to Rs. 5 lacs per year. Interest subsidy for women, disabled, SC/ST and entrepreneurs, who are bonafide residents of Rajasthan and are of age upto 40 years is enhanced from 5% to 6%.
  • To promote self entrepreneurship for bonafide residents of TSP area in Agro Processing Sc Agri Marketing sector, for the notified manufacturing and processing activities under RIPS-2014, 5% interest subsidy will be provided on bank loans upto Rs. 20 lacs in addition to the benefits already available.
  • For improving the quality of agriculture produce activities such as cleaning, trimming, grading etc. would get incentives under RIPS-2014 at all stages of supply chain.
  • To increase warehousing capacity in the State for the needs of the farmers, the benefits of RIPS-2014 is proposed to be given for warehouses with minimum capacity of 3000 MT with the investment of 1.5 Crores in place of existing requirement of 5000 MT and investment of Rs. 2.5 Crores,
  • For supporting the ‘Operation Green’ of Government of India related to perishable produce like tomato, onion, potato etc., benefits to Reefer Van (Cold chain) are proposed under RIPS-2014.
  • Infrastructure support subsidy with the maximum limit of Rs. 5 Crores is proposed for first unit established in most backward area investing more than Rs. 50 Crores under each sector of Agro Processing and Agri Marketing, Bio Technology and IT sector.

Revenue & Colonization

  • Ongoing Scheme for waiver of interest payable on the outstanding installment due towards all categories of land allotment in colonisation areas is extended upto 31.12.2018.
  • In order to provide big relief to farmers, ‘lagan’ on land (land revenue) would be exempted from (kharif samvat 2075) Financial Year 2018-19. This would benefit almost 40 to 50 lacs farmers.
  • Use of agriculture land for non-agriculture purposes in rural areas can be regularised on payment of penalty equal to 1.5 times of conversion charges upto 31.12.2018, instead of four times of the conversion charges.
