Assam launches of 3 public welfare schemes called ‘Aponar Apon Ghar’, ‘Abhinandan’ & ‘Free Drugs Scheme for 651 Tea Garden Hospitals’

On September 24, 2019, The Assam state Government has launched twin schemes for the public welfare called ‘Aponar Apon Ghar Scheme’ (a home loan subsidy scheme), ‘Abhinandan’ (an Education Loan Subsidy scheme), and Free Drugs Scheme for 651 Tea Garden Hospitals.

Key points:

  1. Aponar Apon Ghar: It is an upgraded version of the previous Apun Ghar home loan subsidy scheme, which will provide a subsidy of up to Rs 2.5 lakh on home loans up to Rs 40 lakh to all citizens of the state.

Benefits:

Every permanent resident of Assam will be eligible to avail this scheme. Government, as well as private employees and even journalists, can avail the scheme.

  1. Abhinandan: It is an Education Loan Subsidy scheme, under this every student in the state of assam having active education loan account regardless of the amount for pursuing higher education can get benefitted. The Assam government will provide a one-time subsidy of up to Rs 50,000 to all educational loans.
  2. Free Drugs Scheme for 651 Tea Garden Hospitals – Under this scheme, 142 essential drugs, 47 surgical items, 45 consumables/linens and 6 numbers of disinfectants would be provided free of cost to the 651 tea garden hospitals of the state. An amount of Rs 20 crore would be spent every year on the scheme. The scheme is for the patients of the tea tribe community.

Amit Shah chairs 68th Plenary session of the North Eastern Council 2019 in Guwahati, Assam

Union Home Minister Amit Shah chaired the 2-day (8th & 9th September, 2019) event of 68th Plenary session of the North Eastern Council 2019 (NEC, a nodal agency for the economic and social development of the North East which consists of 8 states of the region) at the Assam Administrative Staff College in Guwahati, Assam.

Key points:
  1. Governors and Chief Ministers of 8 northeastern states (Assam, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Nagaland, and Sikkim) participated in the event.
  2. Shah reviewed the ongoing development projects in the Northeast. He stressed on preparing a roadmap to enhance the rich culture and heritage of the North East region. He also affirmed that the central government will not touch Article 371 which grants special provisions to the North East.

Apart from this, he reviewed the development of the northeastern states.

  1. Minister of Development of North Eastern Region (DoNER) Dr. Jitendra Singh attended the event, where he stated that NEC has been given its highest budgetary outlay of 1476 crore rupees for the year 2019-20 aimed at the development of North East.
  2. The second day of the plenary meet will witness presentations by various Chief Secretaries of the NEC member states. Secretaries of 13 Central ministries will also discuss interventions by their respective Ministries in development works of the region.
  3. This North East visit of Shah is considered very important as after the final list of National Citizenship Register (NRC) was published in Assam on August 2019, in which 19 lakh people lost their names.

      First India-Bangladesh Stakeholders’ Meet 2019 held in Guwahati, Assam

The 1st India-Bangladesh Stakeholders’ Meet was held from 22- 23 October 2019 in Guwahati, Assam, with the participation of a 70-member delegation from Bangladesh including its Commerce Minister Tipu Munshi & a similar team represented the Indian side.

Key points:
  1. Focus: The meet focused to boost India’s connectivity with the neighbouring country to get the best of the rest under Act East Policy for Assam. The prime objective is to put Assam at the centre point of India’s trade expansion with ASEAN (Association of Southeast Asian Nations) and Bangladesh, Bhutan and Nepal ( BBN) countries.
  2. Benefits: The trade connectivity will help consumers through access to goods at competitive prices and also enhance opportunities for exporters.
  3. Hub: The proposed 600 crore rupees worth multi-modal hub at Jogighopa in Assam would certainly benefit the region.
  4. Partakers: Assam Chief Minister Sarbananda Sonowal, Union Minister for State for Road Transport and Highways V.K. Singh also present in the meeting.
  5. Partner: India is the 2nd largest trading partner in Bangladesh. Assam and Bangladesh agreed to work in garment, health tourism, IT and education sector.
Justice Ajai Lamba took over as the Chief Justice of Guwahati HC

On October 3, 2019 the president of India Shri Ram Nath Kovind has appointed chief justices (CJ) for 7 High courts (HC). The appointment has been made by exercising the powers conferred under clause (1) of Article 217 of the Constitution of India. Out of the 7 CJs, 4 of them will fill the vacancies left by justices of Himachal Pradesh, Punjab and Haryana, Rajasthan, and Kerala High Courts and the rest of them are Guwahati and Andhra Pradesh these judges were appointed to the Supreme Court (SC) recently. Allahabad HC judge Ajai Lamba is appointed as the CJ of Guwahati HC

Assam govt announces”no govt jobs for those with more than two kids starting from 2021”&“a New Land Policy

On October 22, 2019, the govt. of Assam has announced two new policies in its state regarding govt jobs and on land. They are as follows:

  • Govt job policy: 2 years after adopting “Population and Women Empowerment Policy of Assam” the state govt. has announced that no person will be considered for govt job if he/she has more than 2 children. This policy will become effective from January 1, 2021.
    • Land policy: Under the new land policy, a landless indigenous person would become eligible to hold 3 bighas of land (43,200 square feet) for farming and half a bigha (14,400 square feet) for house construction. These lands can be sold only after 15 years of use.
    • Other decision made: The cabinet has also made a decision to increase bus fares by 25% and also to provide Rs 300 per month from the previous amount of Rs 250 under Indira Miri Universal Widow Pension (IMUWP). The scheme also entails a one-time grant of Rs. 25,000 for women who became widows on or after April 1, 2019.
