Rajasthan Budget 2021 Highlights: Rajasthan chief minister Ashok Gehlot presented the state budget: 2021-22 in the assembly on Wednesday. In a major announcement, Gehlot slashed DCL rates 10% and reduced the registry rates for flats priced up to Rs 50 lakh to 4% from the existing 6%. No new tax was imposed as a major relief to people during the COVID-19 situation.

Rajasthan Budget 2021 was presented by Rajasthan Chief Minister Shri Ashok Gehlot, who is also the state finance minister, today in State Legislative Assembly. Like the Union Budget 2021, the Rajasthan Budget 2021 is also paperless this time.

 As expected, agriculture, health, and education got the priority in budget announcements. Gehlot said that the government would present the agriculture budget separately from the next financial year.

 Rajasthan is the second state in the country to table a paperless budget After Uttar Pradesh.

Here are the highlights of the budget:

  • Every family to get Rs 5 lakh health insurance and cashless treatment facility
  • No new taxes
  • Tax exemptions in different categories.
  • The state government employees to get the salary not paid during the COVID-19 situation.
  • DLC rates slashed by 10% to give a boost to the real estate sector. Stamp duty for flats priced up to Rs 50 lakh reduced by 2%.
  • Free sanitary pads for all women in Rajasthan.
  • New entity to be formed for agricultural power supply.
  • Farmers to get power bills every alternate month.
  • State Health Bill to be introduced.
  • SMS Hospital to get a new pediatric surgery department, neurology department, and oncology department.

  • Nursing colleges to be opened in 25 districts
  • 133 types of medical tests to be performed free of cost in district hospitals
  • Girl students to get uniforms and books free of cost

While the budget speech by the chief minister, who holds the finance portfolio, is still going on here are key announcements:

1. Gehlot said that the Rajasthan government will introduce the universal health care scheme worth ₹3,500 crore. He announced the opening of nursing colleges in 25 districts adding that eight already exist.

2. The chief minister also said that the agriculture budget will be announced separately from next year.

3. The chief minister also announced the increase in unemployment allowance by ₹1,000. Around 2 lakh youths will be benefited from the chief minister Youth Sambal Yojana, he said.

4. Gehlot while presenting the state budget also announced the formation of the Rajiv Gandhi Youth Corps to achieve the target set by the state government. For this mission, 2500 Rajiv Gandhi young friends will be selected.

5. The chief minister also announced the ‘Ghar Ghar Aushadi Yojana’ to encourage the use of herbs like tulsi and giloy in every household.

6. Considering the importance of tourism for the state, the chief minister announced various infrastructure programs for the development of key tourist spots in Udaipur, Jaipur, Ajmer and other districts of the state.

7. Further Gehlot announced the development of a luxury Tourist Complex spread across 3,500 bigha. He said ₹10 crore has been allocated for the development of resorts, motels, folk art hotspots in the complex to highlight the culture of the state.

8. The chief minister also announced the investment of ₹102 crore for housing 1,700 displaced Pakistanis at village Chowkha in Jodhpur.

9. Special schemes were also announced for the development of Rajasthan film city and highlight the state as the destination for film production. The chief minister said ₹25 lakh will be provided as incentive support for the production of Rajasthani films. To encourage and boost local films GST exemptions will also be provided.

10. The chief minister announced the Rajasthan Government Health Scheme.

11. Gehlot further announced the release of ₹1,600 crore of wages of government employees that were deferred earlier due to the Covid-19 pandemic.

Tax Proposals

Covid- 19 has adversely affected all sectors of economic activity such as Industry, Real Estate, Tourism, Commerce, Agriculture etc. This resulted into shortfall of 32% of Budgeted revenue of the State in 2020-21. To add to this problem, Rajasthan’s share in Central Taxes reduced by 14,000 Crores and 94 lac rupees in 2020-21. In spite of this, no new tax is being levied. Efforts are made to provide relief to the tune of approximately 910 Cr. rupees to all sections of the society – Common Man, Farmers, Industrialists, Real Estate players, Traders and Tour operators etc.

Common Man

  • 50% rebate on additional One Time Tax on used 2-wheelers and cars.
  • SGST reimbursement to purchasers of e-Vehicles and up-front purchase assistance to buyers of 2-wheeler and 3-wheeler e-Vehicles.
  • Stamp duty on the basis of allotment value instead of DLC rate in respect of Pattas given by Local Bodies.
  • Stamp Duty on intermediate documents executed after 14th July, 2014 will be charged @ 40% of DLC.
  • Stamp duty on gift deed in favour of daughters-in-law will be reduced from 2.5% to 1% in the same lines as daughters.
  • The Stamp duty rebate on release deed is extended to more relatives. • No Stamp Duty on Gift deed in favour of grandsons and granddaughters by their grandparents.
  • “Late Sh. Gurusharan Chabra Jan Jagrukta Abhiyan” for awareness on temperance and drug abuse. Rs. 100 Cr.
  • Nav Jeevan Kosh for rehabilitation of families involved in illicit liquor making and education of their children.
  • Simplification and online system for various services such as Transport permit and Tax Clearance Certificate, Electricity Duty, refund of Stamp Duty & Registration Fee and Gypsum leases etc.
  • Limit of maximum stamp duty will be 25 Lakhs Rupees in case of Security Bond.
  • Amnesty Scheme from 1April, 2021 for pending Stamp Duty cases related to bank loans.

Farmers

  • Reduction of Mandi Fee, Krishak Kalyan Fee and brokerage to give relief to farmers.
  • 10 % rebate on principal amount and 100 % interest in respect of all pending instalments of allottees of agriculture land in Colonisation Areas if a farmer deposits all his pending dues by 30 June, 2021. If he deposits only pending dues up to 30 June, 2021 he will get 100 % rebate in interest.

Industry

  • Extension of RIPS-2014 benefits by 2 more years till 31 March, 2023.
  • Amnesty on interest and penalty on pending Land Tax till 30 June, 2021.
  • Inclusion of Gems and Jewellery Bourse in Service Sector of RIPS-2019.
  • Inclusion of Healthcare Sector and API in Thrust Sector of RIPS-2019.
  • Enhancement of employment subsidy from 75% to 90% for Solar and Wind
  • Manufacturing Enterprises under RIPS-2019.
  • Lowering of investment limit from Rs. 50 Cr. to Rs. 25 Cr. for e-Vehicle manufacturers for RIPS-2019 benefits.
  • Inclusion of e-Vehicles charging/swapping stations in Service Sector with Thrust Sector benefits in RIPS-2019.

SC/ST Enterprises

  • Dr. B.R. Ambedkar SC/ST Enterprises Promotion Special Package under RIPS-2019.
  • SC/ST enterprises will get special benefits such as 50% reduction in investment limit, 200% EFCI, Interest Subsidy or Capital Subsidy and Incubation Centres to promote SC/ST entrepreneurs.

Most Backward/ Backward and Tribal Areas Enterprises

  • Special benefits on the lines of Dr. B.R. Ambedkar SC/ST Enterprises Promotion Special Package under RIPS-2019 such as 50% reduction in investment limit, 200% EFCI, Interest Subsidy or Capital Subsidy.

Real Estate

  • Reduction of DLC rates of Commercial and Residential properties by 10%.
  • Reduction of Stamp duty from 6% to 4% on flats in multi-storied buildings of value up to Rs. 50 lakh.
  • Reduction of Stamp duty on EWS and LIG under CM Jan Awas Yojna from 1% and 2% to 0.50% and 1 respectively.
  • Anywhere online registration, fixing of DLC rates by technology, GIS based urban development tax (UD Tax) system.

Traders

  • A Comprehensive, online and faceless Amnesty Scheme-2021 with exemptions of tax, interest and penalty on various pending disputes related to various repealed Acts such as Sales Tax, VAT, Entry Tax, Entertainment Tax and Luxury Tax. Partial relief in tax for first the time in the State. No monetary ceiling. Valid up to 30 September, 2021. This will be in three phases, early applicants will get more relief.
  • Enhancement of limit of e-way bill from Rs. 50,000 to Rs. 1 lakh.
  • Extension of time limit for rectification of faulty declaration forms/submission of declaration forms.

Transporters

  • Transport Amnesty Scheme-2021 till 31″ March, 2021 to give relief in pending Motor Vehicle Tax cases. Relaxation in Compounding fee for overloading cases generated by e-Ravanna and reduction of Compounding fee in respect of select traffic offences. Relaxation in tax, interest penalty on destroyed vehicles.
  • 3 years exemption in Motor Vehicle tax for running newly purchased buses in rural areas.
  • 8 slab progressive Motor Vehicle Tax for stage carriage vehicles in other routes.

Tourism and Tour operators

  • Reduction of minimum area of Resort and Amusement Park defined under RIPS-2019 as per Building Bye Laws.
  • 100% exemption of monthly tax on AC luxury buses of Tour Operators recognized by IATO and RATO for the period from 1 July 2020 to 30 June 2021. 10.

Mining lease Holders

  • Involvement of private players in exploration of minor minerals.
  • Registered agreement holder in respect of Khatedari land will be entitled to get mining lease.

Non-Profit Social Institutions

  • Social Security Investment Promotion Scheme: SSIPS-2021 will be launched to give various benefits to non-profit social institutions such as rebate in Stamp Duty, Conversion Charges, Motor Vehicle Tax, etc. A customized package will be given in special cases. No stamp duty will be charged on gift deeds by individual/institutions in favour of these institutions.

मुख्यमंत्री अशोक गहलोत पेपरलेस बजट पेश कर रहे हैं. मौजूदा कार्यकाल में गहलोत तीसरी बार बजट पेश कर रहे हैं. विधायकों को भी ब्रीफकेस के साथ में टैब दिया गया है. ताकि वे हार्ड कॉपी के स्थान पर डिजिटल कॉपी का उपयोग कर सकें. अब तक सीएम गहलोत अपने बजट भाषण में कई बड़ी घोषणाएं कर चुके हैं.

1. सीएम गहलोत ने बेरोजगारों के लिए बड़ी घोषणा करते हुए 50,000 से अधिक पदों पर आगामी वर्ष में भर्ती की ऐलान किया है. 

2. प्रतियोगी परीक्षाओं में भाग लेने वाले अभ्यर्थियों के लिए घोषणा रोडवेज बसों में निःशुल्क यात्रा की सुविधा दी जाएगी. 

3. मुख्यमंत्री युवा संबल रोजगार योजना को बेहतर बनाते हुए युवाओं को विभागों में इंटर्नशिप कराई जाएगी. 

4. छोटे कारोबारियों को 50 करोड़ रुपए की ब्याज सब्सिडी दी जाएगी. पांच लाख रुपए प्रति स्टार्टअप सहायता दी जाएगी. 

5. राज्य हेल्थ बिल लाया जाएगा. अगले साल हम 3500 करोड़ की लागत से यूनिवर्सल हेल्थ योजना लागू करेंगे.

6. राज्य के प्रत्येक परिवार को 5 लाख की चिकित्सा बीमा योजना का लाभ मिलेगा. 

7. सड़क दुर्घटनाओं को बचाने के लिए जीवन रक्षक योजना के तहत जीवन बचाने वाले भले व्यक्ति को 5000 रुपए व प्रशस्ति पत्र दिए जाएंगे. 

8. 5000 की आबादी वाले गांवों में 1200 महात्मा गांधी राजकीय स्कूल खुलेंगे. 600 स्कूलों में कृषि संकाय खुलेंगे. 3500 से अधिक क्लासरूम, लैब, लाइब्रेरी बनाए जाएंगे. 

9. सीएम गहलोत ने दिवंगत नेताओं को मेमोरी को चिर स्थायी बनाने के लिए घोषणा की हैं. दिवंगत 4 नेताओं के नाम पर कन्या महाविद्यालय की घोषणा की हैं.

10. सीएम गहलोत ने कहा कि आगामी वर्ष से कृषि बजट अलग से प्रस्तुत किया जाएगा. गहलोत ने कृषि बजट प्रस्तुत करने की बड़ी घोषणा की हैं. किसानों को ब्याज मुक्त फसली ऋण उपलब्ध कराए जाएंगे.16000 करोड़ के ब्याज मुक्त फसली ऋण उपलब्ध कराए जाएंगे. इस योजना में 300000 नए किसानों को जोड़ा जाएगा. 

11. बजट भाषण में किया 50 हजार किसानों को सोलर पंप उपलब्ध कराने का ऐलान. कृषि मंडियों का होगा आधुनिकीकरण.

12. नई कृषि विद्युत वितरण कंपनी बनाए जाने की घोषणा.

13. बिजली उपभोक्ताओं को बिल 2 महीने से भेजे जाएंगे.

14. आगामी 3 वर्षो में 1000 किसान सेवा केंद्र बनाए जाएंगे.

15. एससी-एसटी के अभ्यर्थियों को प्रतियोगी परीक्षा की कोचिंग के लिए 25 करोड़ खर्च होंगे.
